Clear rules to default

IN CASE OF LOGIN FAILURE

When USER exceedes all the retries with wrong password, it will be locked: only the ADMINISTRATOR can unlock the user again.

Clear login rules to default

UNLOCK USERS

Administrator can reactivate user locked because wrong password retries.
